Indonesia–China Strengthen Low-Emission Palm Oil Push as Bappenas and CSES Sign Strategic MoU

The agreement was formalized through a Memorandum of Understanding (MoU) signed by Kementerian PPN/Bappenas and Chinese Society of Environmental Sciences, marking a joint commitment to accelerate green industry transformation and carbon reduction targets.

The cooperation covers development of low-emission technologies, carbon accounting methodologies to support carbon trading mechanisms, and capacity building programs to improve Smallholders’ welfare through cooperatives, training, and knowledge exchange.

Secretary of the Ministry and Main Secretary of Bappenas, Teni Widuriyanti, said one key pillar of the partnership is the Low-Emission Palm Oil Mill initiative known as PaMER. The technology is designed to produce nutritious food oil and environmentally friendly products while potentially cutting carbon emissions by up to 79.19 percent compared to conventional mills.

Both parties will also conduct joint studies to design a practical carbon trading framework tailored for the palm oil sector, opening doors for innovative climate financing and stronger global competitiveness.

CSES Vice President and Secretary General Xia Zuyi described the partnership as an innovative pilot model supporting the global green transition, combining low-emission industry development with farmer welfare and carbon market integration.
